The Problem
Teams confuse activity with progress. They ship features, write documentation, hold meetings, and deploy code -- measuring outputs instead of outcomes. A team that "shipped 12 features this quarter" has no idea whether those features moved any business metric. The sprint velocity dashboard shows high throughput, but customer churn is unchanged, activation rates are flat, and revenue growth has stalled.
OKRs are the standard tool for fixing this, but most OKR implementations fail. Teams write objectives that are really tasks ("Launch feature X") and key results that are really activities ("Write 10 docs," "Conduct 5 interviews"). These output-disguised-as-outcome OKRs provide a false sense of direction. The team completes every key result and still moves no business needle because the key results measured effort, not impact.
The gap between outputs and outcomes is invisible without deliberate practice. A product manager reports "we completed our quarterly roadmap 100%" while the CEO asks "why isn't growth moving?" Both are right within their frame -- the PM tracked outputs, the CEO expects outcomes. This misalignment persists across engineering, product, design, and operations because nobody applies the "so what?" test: following each output up the value chain until it reaches a measurable change in the world.

Context to Provide
The more concrete your situation, the sharper the output. Generic requests produce generic OKRs; specific context produces OKRs tied to your actual business.
What information to include in your prompt:
- Current metrics and baselines -- "our activation rate is currently 42%" is far more useful than "we want to improve activation." Without a baseline, key results cannot be written with real targets.
- The problem you are trying to solve -- describe the business situation, not just the team's planned work. "Customer churn increased 5% last quarter despite shipping 14 features" gives the skill something to trace with the "so what?" test.
- Team scope and constraints -- what does your team own? What can it influence but not control? OKRs outside a team's influence are useless.
- Time horizon -- quarterly, half-year, or annual changes the appropriate ambition level for key results.
- Your current goal language -- if you already have draft OKRs or a roadmap, paste them. The skill can diagnose exactly what is wrong and rewrite them.

- Sharing existing planned work (roadmap, sprints, initiatives) so the skill can trace the results chain from outputs to outcomes
- Providing actual metric values, not just metric names

Starting situation: You lead an engineering team at a B2B SaaS company. The team has been asked to "improve the product" this quarter. Step 1: Diagnosing the output trap. You ask: "Our team shipped 14 features last quarter but churn increased 5%. We're told to 'improve the product' this quarter. Help me set goals that actually connect to business impact."
The skill applies the "so what?" test to last quarter's outputs. 14 features shipped -- so what? Users gained new capabilities -- so what? Were the capabilities things churning customers needed? The skill identifies the disconnect: the roadmap was feature-driven (outputs) not problem-driven (outcomes). Features were built based on internal intuition rather than churn analysis.
Step 2: Defining the objective. The skill structures the objective: "Retain at-risk enterprise customers by solving their top 3 unmet needs." This is qualitative, inspiring, and directly connected to the churn problem. It is NOT "ship 10 features" or "reduce churn by 5%" (that's a key result, not an objective).
Step 3: Setting outcome key results. The skill constructs 3 key results:
- KR1: Reduce monthly enterprise churn from 5% to 2.5% (lagging indicator -- the ultimate outcome)
- KR2: Increase product usage frequency among at-risk accounts from 2x/week to 5x/week (leading indicator -- usage predicts retention)

Each key result has a baseline, a target, and is measurable. None is a feature or an activity.

Decision Logic
When to track leading vs lagging indicators?
- Lagging indicators (monthly revenue, churn rate, NPS) -- track for quarterly OKR evaluation. These are the ultimate proof that outcomes were achieved. Downside: slow feedback, no course correction during the quarter.
- Leading indicators (activation rate, weekly usage, support ticket volume) -- track weekly for early signal. These predict whether lagging indicators will move. Upside: fast feedback, enables mid-quarter course correction.
Always pair at least one lagging indicator (the outcome you want) with at least one leading indicator (the predictor you can track weekly).
When is this skill vs prioritization?
Use outcome-orientation to define WHAT outcomes to measure. Use prioritization to decide WHICH outcomes to pursue when you cannot pursue all of them. The two skills are sequential: define possible outcomes first, then prioritize which ones to focus on.
