Ztrack Gate

A ralph-pattern autonomy loop whose completion oracle is `ztrack check`. Arm with `ztrack loop start <issue>`; while armed, the Stop hook holds the agent's turn until that issue is green (then disarms), or the iteration cap trips. Not armed → the turn ends normally, so it's safe to enable globally.
